Singapore and Philippines Signs New MoU for More Codeshare Flights

SINGAPORE- Under a memorandum of understanding (MOU) recently signed between Singapore and the Philippines, up to 150 weekly code-share flights—markedly exceeding the previous limit of 35—will facilitate passenger travel between Singapore (SIN) and Manila (MNL).

The agreement, endorsed by Mr. Yee Ping Yi, Singapore’s deputy secretary of the Ministry of Transport, and Mr. Enrique Antonio J. Esquivel III, the Philippines’ assistant secretary for aviation and airports, on May 9, aims to “upgrade and further liberalize international air services between both countries.”

According to the Civil Aviation Authority of Singapore (CAAS), on May 12, the MOU enhanced the bilateral air services agreement (ASA), initially enacted in 2010 and last amended in 2015.

The agreement permits Singaporean and Philippine airlines to operate up to 150 weekly code-share services, facilitating travel between Singapore and Manila, including third-country airlines as code-share partners.

Responding to inquiries from The Straits Times, CAAS clarified that code-sharing agreements enable airlines to market seats on each other’s flights, share revenue, and offer passengers a wider range of travel options.

“In this instance, the entitlements are calculated based on flights,” the authority stated.

“This marks a substantial increase from the current 35 weekly code-share services limit. The new limit of 150 weekly code-share services will be doubled to 300 by March 29, 2026—the commencement of the northern summer 2026 season for airlines—and will be completely lifted by the end of March 2027,” CAAS added.

Ease of Business

Moreover, there will be no restriction on code-share services between Singapore and other destinations within the Philippines. This freedom extends to services between Singapore and any location in the Philippines involving airlines from ASEAN or the European Union.

Additionally, Philippine airlines, fully owned or controlled by individuals from other countries, will have access to the traffic rights established in the ASA, but only if their principal place of business is in the Philippines.

Previously, only airlines owned and effectively controlled by Philippine nationals were eligible for this privilege, as stated by CAAS.

Mr. Yee emphasized, “Creating a conducive regulatory environment is crucial to enabling our carriers to seize new business prospects. This MOU will enhance air connectivity between both countries and beyond, yielding mutually beneficial outcomes.”
